Civil registration system development team lead on-site in El Salvador (fluent Spanish required)

For the Team Leader, a minimum of 660 full-time working days on site is foreseen throughout the implementation period of the tasks set out in the contract. All days shall be on-site (in El Salvador).

The Team Leader will be responsible for coordinating all Technical Assistance. They will serve as the principal advisor to RNPN/SIP in the areas of competence of the project, and will also act as the company’s main contact with the Contracting Authority.

Qualifications and Skills:

  • University degree in any of the following fields: Public Administration, Business Administration, Information and Communication Technologies, or related disciplines. In the absence of such a degree, 5 years of professional experience will be considered as an equivalent. A degree from a European university will be considered an asset.

  • A higher degree (Master’s or equivalent) in any of the following areas: digital governance, public sector management, or a related field is desirable. A degree from a European university will be considered an asset.

  • Fluency in Spanish (spoken and written).

  • Knowledge of English.

  • Project management certification (e.g. EU-PM², https://pm2.europa.eu) will be considered an asset.

  • Knowledge of digital governance frameworks, e-government strategies, principles and frameworks of government enterprise architecture, and/or principles and systems of government interoperability (centralized, decentralized) will be considered an asset.

  • Knowledge of civil registration systems, population registries, and digital identity frameworks will be considered an asset.

  • Familiarity and/or practical application of relevant European digital government frameworks (eIDAS, Interoperability Act, GDPR, NIS2 directive, etc.) will be considered an asset.

General Professional Experience:

  • At least 10 years of proven professional experience in any of the following areas or a combination thereof:

    • Management of digital transformation projects (preferably in Europe).

    • Digital governance, with significant involvement in public administration initiatives.

    • Change management for public administration or digital transformation projects.

  • Experience of at least 3 years in managerial positions in the public sector in European Union member states will be considered an asset.

Specific Professional Experience:

  • At least 3 years of experience leading digital transformation teams, including supervision of technical experts and/or planning and execution of strategic modernization plans in public institutions, and/or implementation or oversight of government enterprise architecture, and/or change management and/or public sector reform.

  • At least 1 year of experience with government interoperability systems and frameworks.

  • At least 1 year of practical experience with civil registration systems, population registries, or digital identity projects will be considered an asset.

  • At least 1 year of experience in strategic planning and policy development: ability to formulate digital transformation strategies and align them with national policies, as well as manage project risks.

  • At least 1 year of experience in enterprise architecture governance: ability to oversee the alignment of technical architecture with strategic objectives will be considered an asset.

  • At least 1 year of experience in budget and financial management: ability to manage project budgets and optimize financial resources will be considered an asset.

  • Experience in similar projects in Latin American countries will be considered an asset.
